When the charge timer is set to begin charging later, plugging in will do exactly this:
"Sometimes, when I connect the charge plug, I see the "charging" indicator by the plug, for about 20 seconds, then it goes Off, as though the charging has been completed; however, the "power" indicator on the cable indicates that the cable is powered and the dashboard display shows that the battery has not been charged at all!! "

Plugging in later that same day, after the time on the car's clock is past the time the charge timer thinks it should start, charging will start and proceed normally.

It sounds like you are "accidentally" setting the charge timer into action. This can be done by pressing the rectangular button (it has a clock face on it) above 3 small round buttons on the dash.

I've only used it once, but I wonder what the chances are of setting it without knowing it's been set

When the charge timer is "armed" a green clock symbol will flash in the upper right quadrant of the multi-function display. One can disarm the timer by pressing the button with the clock face on it.

Holding the charging button in for a length of time will reset it. I had to do that per the manual, as my PIP would not charge after I plugged it in. The light at the charger would go out after plugging in.

The charge timer switch is a toggle switch. Press it once to turn it on and press it again to turn it off. I've never had an issue with it. OP might want to try this while the car is plugged in to see if there is an issue with the switch. When I cancelled the time with the button the car started charging right away.
