I can't believe that EU EV City mode doesn't use both el. motors, I hope @WimN can somehow test this and report back.

Well, it was already confirmed by Toyota:

EV-city mode – Provides a greater restriction on engine intervention and therefore uses the electric motors only, for up to 53 kW. This was designed to suit usage within stricter European city emission zones. The engine will only be activated if you kick down the throttle fully.

If it is restricted for up to 53 kW there in no need for dual motors.
Engine joints only by the kick-down switch (full throttle).

No idea how to test that, my guess would be that the 'throttle' is just limited to 53KW and that the computers decide how to supply that power. Anybody an idea how to test that??

A Scangauge should be able to report if MG1 is spinning in anyway.

Acceleration test in EV city and EV mode without engine turning on? I have no idea how hard will be to press the accelerator pedal just right (for engine not to turn on).

Sorry. no Scangauge available. Also don't know if the Scangauge supports all codes for the Prius PHV (Prime).

You would have to use Xgauge function to program in some readings.
Perhaps a phone app will give them.
