Do the universal trip described in the Repair Manual (more info), and if the diagnostic trouble codes (DTCs) remain, do the further checks of wire harnesses and connectors described in the Repair Manual troubleshooting procedures for each DTC, especially those for the connections between C13-2 (NWP) and C31-68 (WPI), and between C13-4 (SWP) and C31-69 (WPO).

Since this is the fourth-generation Prius forum, and from the codes you’ve mentioned, I assume the problem is with a 2016 or later model, not the 2013 Prius listed in your profile.

In the Repair Manual, that’s the first trouble area listed. If the water pump has already been replaced, the ENG W/PMP relay is OK, and driving the universal trip doesn’t clear the DTCs, a problem with wiring or a connector is more likely, I think, than a faulty ECM. See the wiring diagram in the Repair Manual procedure for P261A12 and P261A14.

Have you looked over the step-by-step procedures I mentioned in the Repair Manual? The copyright laws prevent my republishing it here, but most people in the U.S. can get access at no or low cost.

After you’ve read the procedures, I’d be glad to answer questions, of course.

Glad you got it running. I'll usually give a fuse a second chance. But if it blows again, there's definitely a problem.
