The cruise light will come on... and if I press down on the stalk cruise it will activate sometimes...and then just randomly stop.

    Not sure how to troubleshoot

First, check your brake light switch......to see if the lights come on sometimes when the pedal is NOT pushed or just barely touched.

it's gonna be a tough process, with lots of knowledge and experience. there may be a troubleshooting tree in the repair manual.
otherwise, do as the dealers do, start replacing parts one at a time, until it works.

    might likely be the clockspring

Sounds expensive... from what I read it could be the clockspring or brake light switch.. is there a definitive way to determine

Yes, you have to check the connectivity from end to end with a meter

This confirms that your clockspring is bad. Make sure you use a genuine OEM clockspring and not a cheap eBay one unless you like going in and doing this replacement on a regular basis.

try turning the wheel from one stop to the other, while pushing the different buttons
