Connected Leads Wrong While Jumping Prius...

    The simplest and most direct thing you can do is to use a meter or test light to verify that you are getting 12v power on both the constant and switched lines. No power there means trouble upstream in the car- either a burnt out fuse that you haven't found yet, or possibly a burnt wire.

    From your description I think you're going to find that the switched power works, but the constant power does not, but you'll want to prove this out properly.
