Howdy there. This all randomly started happening one day, but when I go to brake, the actuator engages fully and locks the wheels, and then when I release the brake, the actuator runs for a bit. No lights on my dash, but this is undrivable. Where to start? I have techstream.

You should just go and get your brakes checked. Possibly the glide pin is sticking

I would start by trying to get it to relearn the linear solenoid offsets.

The linear solenoid valves in the actuator are supposed to be able to linearly apply different amounts of fluid pressure, not just be on/off.
