Approve the switch in Congress, then a separate ballot measure as to which one to keep. I would vote for standard time.

There's already a fish-slapping contest under way about that.
I'm thinking that the new bill would make DST permanent but I'm not emotionally involved enough to know for sure or care very much about it.

If I were King for a day, I would "fall back" 30 minutes this fall and make that permanent until the issue was settled by a Constitutional Amendment or a veto-proof bill.

I predict that this 'not-a-law' might just face a tougher slog in the Upper House than people might think JUST BECAUSE of who would have to sign it into law......or NOT sign it....as things go in these 'enlightened times.' :)

British Columbia, Canada, has gone to permanent daylight saving time, as of spring of this year. My preference would have been permanent standard time, because it places noon at the suns high point in the sky, it’s traditional, it’s brighter for kids off to school on a winter morn, and adults off to work for that matter. Ah well.
