I'm almost 100% certain the "light" the guy is getting is the EV light...
Can you take a video? It's supposed to self cut off every time you drive... though depending on the symbol (EV light maybe?) it could or could not...
Actuators... it's a known issue with Toyota/Lexus cars. Do a quick search on this forum and you'll find many threads about it.

I wouldn't relate a clogged vent more to asthma or emphysema. Not being able to breath can be just as bad... especially when you come in with...
My sticker says 53 city, 46 hwy, combined 50. As you can see below, I hit that almost exactly.
Even still, it's much easier to clean a vent than try to replace or splice in a wire.
Weird that it's 6 months 8k for the first 18k miles, then it's 16k after.
