It appears to just preserve the fob battery, but it prevents the interior lights from coming on when in close proximity, and won't let you unlock...
Turning off the key fob turns off all of the features you mentioned...

Real hard to tell if a fuse is blown by just looking at it. Did you actually test for continuity?
