It makes sense so one part can be used worldwide. Doubling the voltage likely halves the current, keeping power (wattage) about the same.
It likely just regulates the charge voltage and current to extend the life of the battery instead of overcharging it.
I am sure the dealer uses 0w-16 on many cars they service that require it. I doubt they would be permitted to use anything other than Toyota...
