    The legality falls under that of the regulations for pipes and tobacco.

    Can't speak on the cost savings. I don't buy cigarettes, and go years between having to buy pipe tobacco. Even if paying the same taxes on loose tobacco, your friend is likely avoiding chemicals added to cigarettes.
