My Gen 2 sat for a month and a half while the hybrid battery was refurbed. My electronic key now will not unlock the doors and I have to use the physical key although it will lock the doors some of the time. My owners manual and google search tells me about a grouping of 3 switches under the steering column to turn the key back on (as pictured in the manual) BUT that panel has NO switches, only plugs. Any other way to activate the key?

That panel button is to turn on/off the Smart Key System (SKS) feature for those cars that have it. First things to check: condition of the 12v battery and the cr2032 battery in the key FOB.

    GOOD LUCK!

12 volt. Charge it up or replace it.

it took a month and a half to refurb the battery?
replace the fob battery and have the 12 volt load tested.
