2008 Prius all keys lost & no dash board lights

Hi ..

I bought this 2008 Prius all keys lost. when I try to program a new key just realised there is no dashboard lights coming including immobiliser light. horn and hazard lights working. no headlights ... this means my 12v battery is ok. where should I start my trouble shooting now ?? I have a bought 2007 ECU + key and full kit thinking I can replace them with this car. but I have this power issue now. my kit I bought includes
