    I voted all of the above.
    Because I think the priority needs to be what you will enjoy the most, what will add the most value to you, and since the OP made the list, I'm assuming all those things are things the OP really wants to do.

    Even though the vehicle is now paid off, I'd still budget each move. But I'd make choices based on what you think you will enjoy the most.

    A relatively inexpensive upgrade I made to my Prius was a Wheelskins Leather Steering Wheel Cover. Installation is challenging, but I think it made the steering wheel feel and look a lot better.

    I also tend to lean towards safety, and depending on the condition of your tires, an upgrade in that department is a great maintenance decision as well as potentially being a very good move for safety.
    While you're upgrading you don't want to neglect regular maintenance.

    Hey it's up to you.
    I never got around to putting one on my Prius.
    But I had one on my older 2010 Honda Fit.
    And I liked it a lot.
    But I'm taller, and what I liked was if I suddenly had sun in my eyes I could tilt my head up and suddenly see fine.
    Not sure everyone get's that alignment advantage.

    I also remember liking that the strip seemed to sometimes block the full rays of the sun from hitting my steering wheel and/or parts of the dash, which was nice in the summer. But again, I can't guarantee the same alignment benefit. And like a sundial, the tinted shadow danced to the movement of the sun.

    Aesthetically I think it looks fine.
    So...what it boils down to is do you like it?
