2013 Prius V Backup Camera Intermittent/Black Screen

all, I have a 2013 Prius V Five with a back up camera and self park. The back up camera hasn't worked since I bought it (3 days ago) and it's been an issue for a while. The previous owner said that it was intermittent at first and now it's just a black screen with some lines at the bottom. I tried unplugging the backup camera and plugging in a new one (PN 86790-47040) to see if that was the issue but it had no effect. I took a multimeter to the 4 pins on the connector and they all read 0v except for the white pin which is at ~6.5v.

I took a video of the feed from the backup camera when it's plugged in.

Have any of you had this issue or know anything that it might be, or anything I should test out. Could it be at the other end of the cable that connects to the infotainment screen?
