2015 Prius ABS, Brake Light, ((!)) Lights

I'll keep this as short as possible. Got a Salvaged 2015 Prius with 8k now miles on the motor for my brother. Rear passenger side quarter panel damage and damage to the rear suspension. Car has been professionally repaired, suspension, the whole thing that the car sits on has been swapped from a parts car that we have.

I also have the same Prius I know how it runs, and how it is supposed to run. He left to Spain, my mom started driving my Prius so I took his out and been driving it for a week.

ABS and Break light are on. Car averages at 39 MPG~. Does not charge the battery when braking.

I tried to reset it with the pin 4 and 13 method, did not work.

Could it be a fuse? Where would a ABS fuse be located? Why would the BRAKE light be on? Was the brake line damaged?

I have a OBD2 scanner, is there a way to reset it that way?
