Yeah only issue though I went with 17 because I really dislike how 15 kinda give on curves

We need the trip meter distance over a known distance either mile marker or GPS. This sets the correction ratio needed. I've used my ratio which could be different on your car since it is a different year:

    tire lbs Rev/Mile Tire % Goal %
    1 225/50R17 27 802 96.51% 97.01%
    2 P215/50R17 26 814 97.95% 97.01%

I would go with the Yokohama 225/50R17 because it is closer to the 97.01% target, -0.50% off, measured from my 2010. We really need your tripmeter vs true distance for at least 50+ miles because there may be a change in the Prius firmware. However, the P215/50R17 is lighter which reduces inertia effects and only +0.94% off.

The Tire Rack web page is a little tricky so I found three specific candidates:
spec vs tire AVID TOURING-S ADVAN SPORT A/S AVID ASCEND (H- OR V-SPEED RATED)
    1 UTQG 620 A A 440 AA A 740 A A
    2 Maximum Load 1477 lbs. 1653 lbs. 1477 lbs.
3 Maximum Inflation Pressure 51 psi 50 psi 51 psi
    4 Tread Depth 11/32" 11/32" 12/32"
    5 Tire Weight 26 lbs. 24 lbs. 27 lbs.
    6 Rim Width Range 6-8" 6-8" 6-8"
    7 Measuring Rim Width 7" 7" 7"
    8 Section Width 9.1" 9.1" 9.3"
    9 Tread Width 7.6" 7.5" 7.7"
    10 Overall Diameter 25.9" 25.9" 25.9"
    11 Revolutions per Mile 801 801 802
12 Country of Origin US JP US
    13 Low Rolling Resistance BluEarth

Look at the reviews and pick which one matches your expectations.

My 2012, and my best friends 2011 both can't touch my old 2005 with 300,000 miles. His 2011 gets 42-45 with him driving and my 2012 gets 44-47 with me at the wheel. Our new prii suffer some because we don't have LRR tires I believe. Two of the 4 bald tires on the 05 are ecopias, that baby will roll! 4 bad tires pumped up to the max psi!

Well after 3 weeks I'm getting 39.3 guess that's better than 37. Update- I did finally understand what everyone was telling me about how to drive the prius by getting up to speed then laying back on the gas, that's brought it up some.

Are you willing to run some benchmarks to determine if the there is a problem with the car?

I notice the Indiana Toll Road is fairly close. Would you be willing to run 10 miles, in opposite directions, on cruise control to measure the MPG?

One pair of runs at the slowest comfortable speed and another pair at the highest comfortable speed. A total of four runs using the same start and stop locations for each.
    1. Reach the target speed and set cruise control
    2. Reset a trip meter
    3. Continue for ~10 miles and take a photo
    4. Do the same in the return direction
We average the two slowest results as one data point and the two fastest results as another. Then we compare them to:
    • Using cruise control removes the human element, testing the vehicle
If the vehicle matches the curve, we can eliminate it. If not, we go through a series of steps to identify the fault.
