Amazon or Dorman Products (on the web) have complete seat heater kits with switches for approximately $100 per seat. Amazon sells Dorman and Dorman says they provide the heater pads to the OEM's. Dorman has step by step instructions for installation. The OEM switches are pretty pricy. The 2011 only has a place for a single switch, I would want a duel temperature switch for each seat. To me it doesn't look like a difficult job.

Bring back a long dead thread, but I have a 2012 Prius 3 with the softex (fake leather) and would love to add some heat to the seats. I'm not really interested in adding seat covers, but I would like to add heating elements to the factory seats. Anyone get this done?
