    Ok more people see the DRLs but accidents with relatively invisible pedestrians and cyclists go up.
    Which is preferable? :)

    Different options for different regions (and/or laws), same manual. All car companies do this. Why should you expect anything else from Toyota? There is a disclaimer in most manuals, stating such. What's the big deal? Your problem seems to be with the options availability. What the manual says is of little consequence.
