I think the reason for more people today forgetting about turning on lights is because today's instrument clusters are back lit and colorful even during daytime. Cars of yore were dark. So if you were driving at night, you couldn't see your speedometer. That reminds you to turn on the lights. Also because of HID and projectors lenses on today's cars, light output from all cars has increased. So you could drive at night with other cars on the road and not even notice your headlights were not on. Oh, and off topic, there is a freakonomics podcast on NPR that discusses the peculiar effect of bicycle helmet laws increasing the mortality rate of riders rather than saving lives. It's quite thought provoking.
