AZ high efficiency (plug in hybrid) HOV plates

Hi.
ADOT has a cap of 10000 of these plates which the Prius plug-in qualifies for. The cap has been reached already. Periodically, they will release an allocation of plates which have been turned in.

Does anybody have any information on when the next allocation might be released? I asked ADOT, and the response said that historically it has been every 2-3 years. No plates have been issued since 2015, so theoretically it is overdue. Please comment if you know any more detail. Thanks
