Battery Charging and Self Charging

    So far, our Canadian incentives seems to work relatively more fairly, in that it is a rebate taken off the purchase price at the point of sale, rather than a tax credit. As a result, the rebate is available to all (it varies from province to province, as there is a federal rebate available across the country and some, though not all, provinces have their own on top of that). As I live in Quebec, currently the most generous combined rebate location (2500$ federal + 4000$ provincial for PHEVs, 5000$ fed + 8000$ prov. for BEVs or PHEVs with a battery capacity over a certain limit--15 kWh or more). There are caps on the price (federal and provincial rules are different for the cutoffs, but no subsidies for, say, a 70,000$+ luxury BEV/PHEV). This approach, vs tax credits, makes it somewhat fairer--no subsidies for luxury vehicles buyers can afford anyway and rebates available to all who wish to acquire a BEV/PHEV, regardless of their tax status. Obviously, such incentives cannot last forever, but they do accelerate changes in consumer behaviour (I will avoid debating the philosophical merits of such programmes--it's simply an observation of fact).
