Ok, the car will not start, or even allow for unlocking of the doors. It makes a whining sound, and the lights only sort of come on. WHAT is going on, and what can be done?

Definitely replace the 12V if it's the original in a 2010. Long over due. All types of oddities occur in a Prius with bad 12V.

In any car, when the car doesn't start, you should look at the battery first.

welcome! open your drivers door with the mechanical key. pop the hood, and test the voltage at the jump point.

If we could get to it, we would do so. That is one of the issues we are facing is that we can not get to the 12v

no prob, just hook a 12v to the jump point under the hood, and everything works, including your hatch.(y)
if thats too much trouble, crawl into the hatch, pull the lid off the manual pull wire and open manually. see your o/m for details.

That's ONE big improvement with the 2016: pop the hood and there's your battery.
