    Yes. Not the fan, so much as the inlet screen can become obstructed with all manner of things. The fan is a simple squirrel cage, and doesn't have a lot of push/pull power. It just moves air, and any obstruction will easily prevent that movement.

    I cleaned one with only 80,000km on it, and it was pretty obstructed. Complaint was that the fan was running (audible) all the time. Cleaning the inlet screen cured the problem.
