Broken cat and exhaust hangers, dealership rec'd full replacement for cat (~3k)

Basically the title says it all, they recommended a full catalytic converter replacement despite me passing a smog check with flying colors, because the four hangers are broken. They said they don't do body work and recommended a 'muffler shop.' I am unfortunately not very experienced in car repair or welding. What do you think is the right approach for fixing this? It's likely due to being on the east coast driving in salted snow for eight winters.

A little more information: not really making any noise, but occasionally a big bump will cause a rattle.
