I just bought a 2010 prius and when I took it to get smogged we realized the check engine light doesn't light when you first start the car but all the other ones do. There are no current codes so they smogger believes we can simply switch out the one bulb but the dealership is saying we would have to switch the whole cluster which costs $2000. Could I possibly dissemble the dashboard myself and figure it out?

Probably a soldered LED rather than a bulb. Gen 1 still had bulbs.

Are all the readiness monitors complete?

Seriously consider returning the car, because it is likely that the bulb was intentionally disabled.
