The C1310 code explains the VSC light. I'm not sure why you weren't shown a code for the ((!)) light; there's a good chance it's C1259, but it's odd that your scan tool showed you the one and not the other. C1310 doesn't really mean anything's wrong in the VSC, and C1259 doesn't mean anything's wrong in the brakes. Both those codes only mean you ought to go find out why the red triangle is on.

Regrettably, many third-party scan tools won't show the codes behind the red triangle, and it seems that yours doesn't. So it'll be necessary to get access to a scan tool (or to somebody who has one) that will read the other codes you're not seeing. The red triangle can come on for a couple hundred different reasons, so it doesn't really pay to just guess.

Here's a thread that reviews a bunch of different scan tool options, identifying the ones that can show all your car's codes:

    Gen2 OBD2 app review | PriusChat

One of those will also tell you if I guessed right that C1259 is your only other brake code. (Or if you have others, it'll show them.)

There is also a way to confirm about the brake codes without any scan tool at all:

Blink (a/k/a Flash) Codes – How to. | PriusChat

If you see 5-blinks--1-blink on the VSC light, that's the same as your C1310, and if you see 5-blinks--8-blinks on the ((!)) light, that's the same as the C1259 that I am guessing you have. Or if you see different codes than those, you can post them here.
