Well in CA they will still do an exhaust smog test on all smoggable cars that are 1976+ (with certain exclusions on newer cars, hybrids, diesels, etc.). However on 1996+ OBDII cars they WILL scan the port as part of the smog in addition to looking for the check engine-light.

Just to add some more info (without trying to be a smart @$$):

Not all vehicles have to be dyno tested in CA. Vehicles which have full time or automatic 4 wheel drive are exempted from the dyno test. My 97 Ford Explorer 4wd is one of those vehicles. Since they cannot perform a dyno test, they do a tailpipe test only at two engine speeds. They plug into the DLC (data link connector) for the OBD-2 system to verify that the CEL (check engine light) works, but I haven't seen any indication that they gather any other data besides the readings from the tailpipe exhaust analyzer.

Also, not all areas require dyno testing. The enhanced areas require dyno testing, the basic areas only require a tailpipe test. Some areas only require smog testing on change of ownership.
