    I was coming back to my car when I noticed this piece was dangling from the back passenger side by the rear tire can someone please tell me what it is it's a 2013 Toyota Prius I've added two pictures one of one side and of the other . . .

    Doesn’t seem like it’s part of the car. Either it got caught when you drove over it or someone was doing something weird to your car and when they left or got spooked, they left that behind.

    One of the many hazards of driving on California Freeways...road debris!
    My Son’s brand new Silverado had the left rear tire and wheel destroyed from an encounter with a piece of steel.
