can't attach photo to a new topic

    I am trying to attach a photo (about 100 KB size - so not too big) to a reply in the tech forum.... and I get the following error:

    THE FOLLOWING ERROR(S) WERE FOUND
    The requested file upload failed because suitable permissions have not been enabled on the 'uploads' directory. Please contact the board administrator and inform them of this error.
