Car won't pass smog due to P0420, want to get rid of it but lost title.

    Any idea on the potential fine/jail time for a registered vehicle owner after installing and smogging an illegal cat in CA?

    This would fall on the smog check facility. The owner can say it was installed out of state

    So, if the first smog shop fails the vehicle (because of the illegal cat) then the registered owner would take it elsewhere until it passes (or is locked out of the C.A.R.B. system, if that is even possible)?

    No penalties for the vehicle owner, only for the smog tech?

    Height of silliness: New York state will not allow individuals to purchase an aftermarket catalytic converter (specifically, will not allow a distributor to ship to a New York state address), but it's okay to have a muffler shop purchase and install one, with shop prices for parts and labor. So much for environmental concern...

    I think the vastly inflated price for a cat from Toyota is the height of silliness and stupidity.. I bought a cat from Rockauto, it was $124 plus shipping. Got here yesterday. It's also interesting that the mid pipe with aftercat & resonator doesn't seem to be available from the aftermarket.
