2017 model-year cutover prevented the initial spread from growing. You don't send new inventory to dealers at clearance time.

2018 model-year rollout is impaired by the usual winter sales doldrum. You don't send new inventory until spring arrives.

It's all normal business. Profit is not made with unpredictable deliveries.

Keep in mind the first-year rollout was worldwide. Toyota delivered 51,000 spread across several major markets all at the same time.

I know my preferred dealer in Virginia has one. They never got the PiP.

You can order one in every state. Dealers making that difficult isn't Toyota's doing.

For those that wanted PiP but were outside its distribution, they had to buy from a dealer in one of the states getting them.
Perhaps Toyota should have stated that when they posted a 50 state date on their main site.

They are referring to the privately owned Toyota regional distributors refusing to stock or sell. Not the dealers.

Unless dealers within those distributor regions can go to another or Toyota, the details don't matter to the potential customer.
My comment was also to cover dealers outside that network that don't want to have a Prime on site, or use other methods to steer a customer away from a Prime towards something they would rather sell.

Both these cases are mostly outside Toyota's hands. I guess they could force a dealer within their network to take a Prime, but i don't see the point of doing so unless no dealer within the state wants one. It does sound like they are too focused on shipping cars to CARB states, but it sounds like that is leading to better incentives to get the car for those willing to do the leg work.
