    Please Help!!!

2013 Prius Plug-In Hybrid 77K miles. With these codes it won't even start, and it doesn't seem to want to charge with AC cord.

I found the 150 amp fuse blown, replaced it and it didn't help. New fuse did not blow but the codes stayed the same. Replaced the Voltage Regulator on battery pack. Codes stayed the same and car still will not start. Car is towed to my house now.

All battery cells read 3.62 or 3.62 volts with voltmeter.

    Torque App shows V01 through V08 as between 25.2 and 25.4. V09 reads 51.4, V10 reads 2.5, V11 reads 11.3 and V12 reads 0.0.

Does anyone know what the V09, V10, V11, and V12 should read on a working car?
Also, what is normal cell voltage for Li-Ion?

I ordered the mini VCI cable and will use Toyota Tech info when that comes in. I'll update on Monday or Tuesday morning about what I discover.

    I'd better update:

It's Thursday now and I finally got the cable delivered today. I'm not having much luck getting it connected even after paying for a professional 2 day subscription to TIS.

Wow! Really? Do you remember the exact codes? Also, did you replace the inverter yourself?

Is there anyone in Portland, Oregon with a third-gen Prius Plug-In with a Li-Ion battery pack who would let me look at the data on their car for comparison?
