The NJ Driver's Manual says: So Mr Beemer was probably telling the OP they were using their lights incorrectly, perhaps thinking they had meant to put their lights on fully. Apparently it used to be strictly forbiddent to use the lights for other purposes but the wording was changed.
Nobody, but nobody gives a rat's a$$ in Jersey that you're driving around with your parking lights on. That includes the cops.
Well you wrote that: - It was getting darker - You were using your parking lights because it was getting darker - Your parking lights and DRLs aren't particularly bright. - Beemerman was using his headlights - Beemerman was also using his fog lights - Beemerman flashed you So, playing Sherlock I'd say that Beemerman thought headlights were more appropriate and seeing your parking lights thought you might have meant to have your headlights on. It wasn't foggy but he had his fogs on? Why would that be? Maybe it's because Beemerman really thinks lights are important. Maybe it's a pet peeve of his and maybe he was irritated at your parking lights and that's why he flashed his high beams. Or maybe he just didn't think and flashed, confusing you as you thought it was the high beam signal. The lesson, dear readers, is that if you want to tell people that they don't have their lights on properly you should turn your lights on and off and not flash high beams because high beams just piss people off.
Well, it seems that your Beemer driver cares. Perhaps what you thought was a 'stink eye' was really a wink and you've made a "special friend." Now the remaining question is whether he thought your hand gesture was rude, or, perhaps, your acceptance of his proposition.
He probably thought that you thought you had your headlights on, not just your parking lights. He might have acutally been trying to be helpful. And you gave him the finger.
