DR Prius Life expectancy test - won't stay in green

    Hello, Car is a 2008 Prius with 133K miles. I attempted the Dr Prius life expectancy test and where it tells you to turn electric items on and off to keep the arrow in the green, mine wouldn't stay in the green.Foot on the brake and car in reverse, I turned Headlights on and AC on medium and arrow barely went to green. After a few seconds it would max out in the red, and I would turn off the AC and it would go back down to the orange. I had to abandon the test.
    So why am I having trouble keeping in the green?

    The Full Battery Test revealed:
    -No error codes found
    -all IR normal
    -Battery running warm
    -Upper voltage balance
    -Poor balance block #7

    ICE seems to stay on constantly unless I am stopped. Engine revs high with low MPG on acceleration and 12v battery is new.
