Driver side a/c vents hardly blowing out airflow

Hi everyone,

This is my second post on this issue. My driver side a/c vents are not blowing out sufficient airflow. Passenger side vents work perfect. It's not a coolant issue since I can feel cool air coming out just that it barely blows out any air. I thought it might have been a clogged evaporator but ruled that out since I cleaned the evaporator from underneath and it didn't solve my problem. I'm now thinking it could be a broken blend door actuator? I'm not sure, any thoughts? Thanks.
