    So they got at least some of that "faster steering" by not turning the wheels as far?

    No, the wheels will not turn as much with the 17" rims or else the tires will rub inside the wheel wells...

    I understand that but it is a contributing factor in having less turns lock to lock.

    Yes, because of the 17" wheel there is a different steering ratio used in the Prius V versus the Prius II-IV.
