DRL's blinking with turn signal...

Hi guys, I picked up a 2013 Prius that has been hit on the front left. All is well except I cant get my front turn signals to work properly. Im suspecting a bad ground somewhere but Im lost on where to check. The symptoms go like this... Headlight stalk rotated all the way back (lights off) - Nothing. Stalk rotated all the forward (headlights on) - Nothing. Stalk in either of the 2 middle positions. (DRL's on) - All 4 lights blink simultaneously... As in both yellow front turn signals, and both led DRL's blink. Anyone have some ideas on where to look next? Ive checked all fuses, under the hood, and the dash. Thanks.
