    Headlight knob: rotated to OFF
Headlight lever: pulled into FLASH TO PASS position
Expected Results: highbeams on until lever is released
Actual results: highbeams on until lever is released (OK)

I verified the relays are working correctly. I suspect the combination switch itself is faulty. I will check the pins on the relay panel with a voltmeter later to confirm that the combination switch is sending voltage to the high beam relay incorrectly.

In the mean time, I've found a replacement combination switch (Standard CBS-1233). I may need installation instructions. Can anyone help me find a procedure or diagrams please?

It is a PITA in comparison to other makes. You have to pull the steering wheel, which means disconnecting 12V power and removing the airbag.. Instructions are about the same as for replacing the clockspring aka spiral cable.
