Do you know of any way that this can be done without a mini-VCI? chicken-dance style?

I know it's been 3 years since you posted this, but do you still remember how to clear the old FOBS manually? I don't want to buy and mess with a mini-VCI, but I'm getting the "too many keys" sequence whenever I try to pair a new key. I could really use some help.

Thanks for the tip! I'm proficient with tech, but I don't know anything with messing with the car's OBDII port/codes.
Which one did you buy? I found a listing on Amazon called "GXG-1987 Mini VCI Car OBD Diagnostic Scanner" (sorry, can't post the link because I'm a new forum member).

Is there a guide to follow in terms of deleting the old keys?

Shannan, I literally just figured it out after FOUR hours of research. I had the exact same problem as you and found the solution that rathore4u was referencing.

You need to delete the previous keys from the system. After doing so, you'll be able to do the "Chicken Dance" just fine. I'm pretty stoked because I had begun to call dealers/locksmiths for programming price quotes (they wanted $135-170).

The instructions are found in a Word document posted in one of the Priuschat threads.

    Google Prius "Delete Mode"

Simply insert the master key 6x (leave it in at the 6th time), open/close your door 7x, and then quickly remove the key. That should delete all keys except the master. Good luck!

hey guys, let me share my story ^_^
2 days ago i got an used 2008 toyota prius without sks.
It came only with a silver logo keyfob and of course the remote lock/unlock buttons do not work.

Today I got the right keyfob with a black logo. At first i tried programming the keyhole to turn my car on, but failed it gave me 2-3 code (2 red blinks and then 3 blinks). I know what does it mean, there are too many keys registered so I could not add more.

After then I tried to program remote function and YES it works!!!
Now I got 2 keys, the one which unlocks doors and another which starts the engine.

The question is: what if i take the microchip from the silverlogo keyfob and replace it in the black logo keyfob, will it work?
    Thank you ^_^

I have a 2004 Toyota Prius and first bought a used smart key . Could use it to start and stop car by programming but smart key unlock and lock could not program. Big mistake for me. I then read to have a smart key function to work FOB must be a new one from Toyota. I was able to buy a new Smart Key from Toyota of Miami Florida for a $145.00 shipped to my door. It worked with procedure above first time. Thanks for the great Post.

To answer an old question, Yes that should work.
I was having almost the same problem when I bought my non-SKS base 2004, when I tried to add my eBay keys I would get the 2-3 code. My solution: got a mini-VCI, cleared all keys, and then programmed the original plus two from eBay. :)

Thanks for this! #13 was the info I needed to finally successfully program a fob purchased from ebay. I also couldn't get the timing right, but your instructions were right on target.
