No, I'd (immediately, without hesitation) say thumbs down on this. Put yourself in their shoes: you sell or trade-in your car to a dealership, and now you're geting a cold-call from someone claiming to be the new owner, wanting to know the car's history??

One time we met the new owners of a car we traded in, but it was kosher: I'd neglected to leave the owner's manual in the glove box, they contacted the dealership, who contacted me, and I said sure, so they swung by to pick it up.

 

You could contact the dealer and ask them for the contact information for the previous owner. They may call the previous owner for authorization or may not, but at least that would give you an in
