Fog lights not working

I just bought a 2016 Prius v five. It appears that the fog lights are not working. I checked what I believe is the correct fuse and it appears to be ok. When I turn the fog lights on (while the low beams are on) the icon on the dash lights up but neither fog light is on. My next step is to crawl underneath, pull the plastic housing off and then pull the fog lights and see if they are burnt out. Would they really be burnt out within two years? Just thought I would see if there is anything else to check out before I pull the lights.
Also, it appears there are a set of led lights under the headlights and next to the fog lights inside the redesigned channel on the front corner of the car. Are those really lights and how do those turn on?
