Exactly. Put a cat on it and sell it for $2000 or better. I don’t think KBB has an appropriate price category for this car in the stated condition. But the marketplace does have a low end for legal cars, otherwise its salvage. One thing to realize is a forum like this has buyers with a Prius already and Craigslist ads have to be renewed or relisted every couple of days tp keep them visible. Somebody who is desperate for transportation and only has $2,000 won’t respond to a fixer upper with complexity beyond shade tree Sam’s capabilities.

This car needs a hv battery, not just a cat

The VAVR program might be the best way for the OP to get maximum value for this Prius ;).

It’ll take either too much to fix it or will have to sell for $600 to entice a buyer with all these issues:(.

    Good luck to the OP(y).

FYI, I'm in n SC. Just bought my 278k 2 owner Prius, for $1500
The only known issue was the AC compressor, and possible inverter HVAC ecu
Car was still showing 51 mpg avg over 600+ miles, and had a recent correct 12V battery
I replaced the AC, inverter and pump, plugs/fluid flushes and have less than $2k in it
Original HV battery checks out fine according techstream
From what I've seen, you have a nice $700 fixer upper

I lived in rural Nevada for 15 years:
The only counties with ANY smog requirement are Washoe(Reno/Sparks) and Clark(Vegas). Carson City, I cant recall their smog laws.
You mentioned Reno: You could sell it in fernley/lovelock/mucc/BM/Elko with no cat at all.
At least to me, that quart of oil/600 miles makes this a parts car. Depends on the person, suppose.
    Suerte.
