Found a guy selling his unused HOV Carpool Stickers

    That is because before he physically stopped your buddy, the officer had already run the car license plate in CLETS (California Law Enforcement Telecommunications System) and verified that HOV stickers were issued to that car.

    It's a supply and demand thing. ;) The supply (from the state) is gone, but the demand is still there. Is it legal? Only if the car is transfered in the deal. Prii with legit California HOV access stickers are more valuable in California.

    Heck, someone here is willing to part with $1,500 for an illegally transferred sticker so they can shave many hours of commute time per year. Do you think he would pay $1,500 more for a used Prius if it had legal stickers?

    FasTrack transponder only required if the auto is registered in a SF Bay Area county.

    Are you sure about this?
    I did not know the HOV sticker# database is accessible thru the CLETS. I always thought the HOV database is not online, therefore the car has to bring the little certificate at all times.

    It's certainly a reasonable assumption that HOV info would be in CLETS.

    You carry your vehicle registration, and that info is in CLETS, right?

    Perhaps the HOV info took some time to be added to CLETS, so they had to issue the paper certificates.
