I'd like to "turn off" the dash lights so that the car as dark as possible while in READY mode (stealth camping). Currently, I use cut-outs to block the light, but actually turning off the light would be better.

Yes, I read the manual (fuse layout pages attached) and it seems like Fuse #22 looks promising. Before I contort myself upside down and cram into the footwell to actually pull the fuse to test, I thought I'd see whether anyone actually knew the answer. No need to re-invent the wheel!

Only if the taillights are on, which doesn't contribute to the whole stealth-camping vibe.

Exactly correct. When the stalk headlight position is OFF, the rotary switch dims the lights a tiny bit, but nowhere near dark.

I never noticed my dimmer knob doing anything at all if the headlight switch is in OFF.

I haven't either. It needs a brighter-than-usual setting for use when wearing sunglasses on a sunny day, when the display becomes darn near invisible. That was never a problem with analog dashes.
