    Most of your clues seem to allude to Woody Allen's "Sleeper" but I can't make enough connections to pinpoint the monument (or whatever it is - the overexposure kills the detail so it's hard to make out just precisely what sort of structure we're looking at). It's not something meant to be visited (only access being dirt tracks) - looks kinda like a ten commandments monument but what would that have to do with cryogenics and an orgasmatron (unless there're rules in the ten that we're all overlooking between the lines).

    It ain't the Junipero Serra monument overlooking I-280 in San Mateo, which is the only freeway overlooking monument I'm familiar with in Northern CA. But this may not be in CA (although the low scrub oak on rolling gold grass hillsides is a CA trademark).

    That did it. It IS "Sleeper", the scenes of the "mushroom" house being filmed in Genesee Park, Colorado
    Never would have got it without that basketload of clues!

    Such a preponderance of clues, but I'm still lost! It's way too early for more clues, though. Do landmarks that never existed mean that this town owes its fame to the cinema, sort of like the Bodega Bay schoolhouse in "The Birds" that does exist, but NOT in the town depicted? No - don't answer yet - it's too early.

    Another movie location (which accounts for the fictional landmarks), Ferndale, CA

    The movie, a 2001 Jim Carrey feature called "The Majestic" is one I never saw nor even remember any press about, but it was shot here (and in other places). This time it was the IMDB and that quote about Hoover that nailed it.

    I guess the "Majestic" theater is one of the phantom landmarks - what's the other one?

    Meanwhile, fields's open again - I'm all landmarked out at present ---

    The other one is Mabel's diner, also created for the movie. A good site showing the set building is here.

    Ferndale, by the way, is a really cool little town. I recommend the Victorian Inn as a great place to stay.

    I am not sure what the event is at the moment. This appears to be in the general vicinity where Major Rudolf Anderson, Jr. was shot down during the Cuban Missile Crisis, but I haven't found the exact coordinates yet. I'll research some more and see if I can find out why "a" is important.
