The car worked then was parked for a while then wouldn't start with the check hybrid system park in safe place message.

After inspecting I found what looked to be chewed up wires in the wiring harness going into the inverter converter box. Seems to be from rats/mice?

    These are he codes:
    1. U029A - lost communication with hybrid battery pack sensor module
    2. U0100 - lost communication with ECM/PCM
    3. P0B3D - hybrid battery voltage sense "A" circuit low
    4. P0A80 - replace hybrid battery pack

The voltage on the hybrid battery pack seems to be fine. I originally tried reconnecting the wires that were damaged on the harness, six total. The car still didn't start, so I cut off a harness from a Prius at a junkyard, and reconnected every wire one at a time, 27 total. Car still isn't starting and showing all the same codes.

Been searching and can't find any other damaged wires. My neighbor is an auto mechanic and I was showing him everything. He called a Toyota dealership and said that if you get a warning message where the car won't start, you have to get the car reprogrammed with some $10,000 machine that they have. Sounds kind of sketchy to me, is this a real thing?
Clearing the codes does not work either.
Please help, landlord is threatening towing the car for how long it hasn't been running.

    Welcome to the forum.

What scanner are you using to read the trouble codes?

How long did the car sit unused?

Did you look at all 14 block voltages of the hybrid vehicle (HV) battery and compare them to each other, or did you just look at the total voltage of the battery pack? Please provide the 14 block voltages if you have them.

Based on the trouble code P0B3D, I am guessing that block #1 is lower than the other blocks, and the car does like what it is seeing.

Also, make sure your 12v battery is fully charged.

I thought the reprogram seem to pretty sketchy, especially since I couldn't find any information on this supposed reprogramming after repair anywhere online...

I don't remember how long it was sitting total, I'd say several months.
I will have to check each cell individually, but I think it did total 210 volts.
    I already replaced the 12v
