I am in San Francisco anyone can guide me on what do I need to change to commercial license plate? Do I need a weight certificate? If so where do I get this certificate?

Go to DMV website and download (pdf) "Request for commercial registration of passenger vehicle"
All information you need is at California department of motor vehicle website.
