I have a 2008 Prius. Bought it used last January. About a month after I bought it, the passenger headlight (HID) went out. We replaced the bulb and it went out again. Every once in a while it comes back on briefly, but it hasn’t in quite some time.
The driver side light has started to go out as well but I can turn them completely off and then turn back on and it works again.
When I take it to the dealership they want to do a diagnostic on it but say it’s most likely the ballast which is pricey to fix.
    So my 2 questions are:

1- does this sound like a ballast problem, or something else?

2- how difficult is it to replace on our own?

It could be a ballast problem.

It is possible to replace on your own. (Although I also think most people could replace the transmission on their own as well)

Do you know how to remove the entire headlight assembly out if the car?
Do you have a set of tiny screwdrivers/picks that you can use to open up a series of connectors?
