I have a Gen 3 Prius, and getting "check hybrid system" error, and no codes show on OBD scan. The battery cells are good. I suspect the hybrid battery junction block may be bad, but not sure how to test it. Power going in says 230 volts, but the terminals on the out side have no voltage, but not sure if the car has to be running or what? any ideas would be helpful.

Power will not be on the outboard side of the contactor until car is in ready mode.

Prior to ready mode power is contained inside the battery pack.
